With continuous support from the federal and provincial governments, and generous donors including FCDO, ECHO, GFFO, UNHCR, SIDA, Irish Aid and Australian Aid Agencies the IRC is currently implementing projects to serve refugees, internally displaced people, marginalized and flood-affected communities across the country. Working in partnership with local civil society and in close coordination with communities, district, and provincial governments in Khyber Pakhtunkhwa, Balochistan, Punjab and Sindh provinces ensures IRC’s success in serving people in need.

Job Overview/Summary:

International Rescue Committee (IRC) is implementing Flood Emergency Response Projects in partnership with other local organizations. The International Rescue Committee (IRC) is seeking a dynamic and self-motivated individual for the position of Senior Manager Food Security and Livelihoods for flood response. In response to the flood 2022 in Pakistan, the IRC is implementing an Economic Recovery and Development (ERD) program focused on flood-affected people and their families to meet their basic needs and better manage the impact of shocks. The Senior Manager Food Security and Livelihoods will be responsible for the implementation of the food security and livelihoods program across the province, under the overall leadership of the Provincial Response Coordinator. The Senior Manager Food security and livelihoods will represent IRC at the field level within FSL and Cash Program-related coordination fora, to ensure the smooth implementation of quality programming.


Program Planning & Implementation

  • Responsible for the planning and implementation of the Food Security and livelihoods projects
  • Prepare and maintain/update detailed work plan an(s), spending plan, budget vs actual that support and achieve the following project component according to timeline and completion date:
  • Provide direction and monitor
    • Food security and livelihoods program staff
    • Local implementing partner

in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines.

  • Lead field implementation of the household’s assessment surveys for all ERD beneficiaries, ensuring that the most vulnerable households are selected, and work closely with the M&E Manager for the set-up of beneficiary databases.
  • Ensure that beneficiaries receive timely and quality food security and livelihood services (visits, following up on complaints, questions, referrals, etc.

Program Monitoring & Reporting

  • Undertake weekly field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
  • Support the M&E Manager in the development of the M&E framework and tools related to the Food Security and Livelihoods component.
  • Coordinate with the M&E Manager for the organization of the M&E team field visits, by timely sharing information on ongoing activities and plans.
  • Provide inputs for SitReps and regular reports for IRC donors on grant activities, progress, indicators, and achievements as specified in grant agreements and reporting schedules.

Partner Management

·         Serve as the main focal person in the field for the IRC’s implementing staff and partners; maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination

  • Regularly monitor performance of the Partner to achieve the set project’s objectives; provide technical support and guidance; share relevant information and direction to improve quality and achieve timelines.
  • Assist the ERD Coordinator in reviewing partner narrative reports and provide advice and guidance to improve accuracy and quality as required.

Coordination & Representation

  • Under the guidance of the ERD Coordinator, represent the IRC in cash and food security working group, develop and update the 3w and 5w matrixes and share information with national and international NGOs, as well as UN agencies, as appropriate.
  • Work closely and coordinate with IRC logistics, finance, and grant staff to ensure timely and compliant program activities and expenditures, including active participation in grant opening/closing and review meetings.


  • Consistently and proactively monitor/assess the safety and security of the livelihoods Program team; promptly reporting concerns or incidents to IRC management and liaising with Local implementing partners, community leaders, and other external parties as required to maintain/enhance the security environment for the ERD program.

Other Internal and/or external contacts: describe the nature of departments or groups the position influences or requires support from to accomplish objectives.

Job Requirement:

  • Master of Arts or Science in Social Science, Economics, development studies, Agriculture, Food Security, Public Health, or related field
  • 4-5 years of experience leading teams in a humanitarian context, preferably during an emergency.
  • 5 years of technical experience implementing Livelihoods, food security, cash transfer, cash for work, or cash voucher programs. Additional technical experience in micro-enterprise development, agricultural labor market strengthening, and value-chain or market analysis is highly preferred.  
  • Experience facilitating technical training and workshops related to emergency response, food security, and livelihoods Program.
  • Proven abilities in managing teams, monitoring staff performance, and providing technical support and coaching to field teams.
  • Prior experience in developing program implementation work plans, data collection and analysis, and program reporting.
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks, and maintain attention to detail.
  • Excellent interpersonal and problem-solving skills, creativity, and flexibility
  • INGO experience preferred.
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible, and able to handle pressure well.
