Pakistan has witnessed a massive increase and decrease in its confirmed COVID-19 affected cases since February 2020 to January 2022. As of January 5th, 2022, there are 1,298,763 confirmed COVID-19 cases in the country. As a result of the COVID-19 pandemic, the public health system in Pakistan is struggling to function and more stress is felt on critical health care especially in demand of Oxygen. During COVID-19 pandemic, the need for medical-grade oxygen is surging. According to WHO guidelines, oxygen therapy is recommended for all severe and critical COVID-19 patients. Meanwhile, oxygen is an essential medicine required at all levels of the health care system; only high quality, medical-grade oxygen should be given to patients. Pressure swing absorption (PSA) oxygen generating plants are a source of medical-grade oxygen. With the installation of these plants at District Headquarter and tehsil hospitals, the load of COVID-19 patients on tertiary- care hospitals in the major cities would reduce to a large extent. Under this project, UNDP will assist the Common Management Unit (CMU) of the Ministry of Health to address the oxygen plant shortage in the country; to improve the capacity of at District Headquarter and tehsil hospitals so as to reduce the load of COVID-19 patients on tertiary-care hospitals in the major cities; to provide high quality, medical- grade oxygen to patients in need. This will be accomplished through the procurement, delivery and installation of 36 oxygen plants in various provinces of Pakistan. The CMU, UNDP Pakistan, the Global Fund, the UNDP Health Implementation Support Team (HIST) and UNDP Global Procurement Unit (GPU) will collaborate to deliver the required output. The Project Manager will assume overall responsibility for the management of the Oxygen Plants Project including strategic, programmatic and operational management and oversight. S/he will be responsible for coordinating with the team including the Country Office (CO), HIST and GPU, achieving a high level of programme performance while ensuring compliance with UNDP rules, regulations, policies and procedures. Working under the direction and supervision of the Assistant Resident Representative (ARR) of the Conflict Prevention and Recovery Unit (CPRU), the Project Manager will ensure risk management as a key component of grant performance. The Project Manager will promote a collaborative, client-oriented approach. Responsibilities include, but are not limited to: Duties and Responsibilities The Project Manager will report directly to the Assistant Resident Representative, CPRU. S/he will work closely with the Global Fund Project Manager. Ensure strategic leadership and execution of the Project focusing on achievement of the following results:
  • Lead on the programme management of the Project, in compliance with UNDP rules, policies and procedures, and the terms and conditions of the Financing Agreement with the CMU
  • Provide quality and timely management of the Project lifecycle, including meeting programmatic and financial deliverables
  • Provide policy guidance and technical advice to the Common Management Unit and Provincial Health Authorities to inform the implementation of the Project and any necessary adjustments
  • Support in diagnosing; underperformance, bottlenecks and ensures accountability for corrective action plans
  • Build and sustain effective liaison with the CO’s functional areas and units to support implementation of Project (i.e., programme and M&E, finance and procurement and supply management)
  • Maintain an organisational structure to ensure UNDP deliver its commitments on the Project
  • Ensure strong collaboration with UNDP regional and headquarters, including HIST and GPU, on all areas of strategic implementation and donor communications related to the Project
  • If required, support the GPU and HIST process for the the selection of the service provider
  • Ensure proactive programme and financial oversight and risk management for the Project, focusing on achievement of the following results:

  • In collaboration with the Procurement and Supply Management (PSM) Specialist, ensures quality assurance and quality control for the oxygen plants procured by UNDP under the Project, as per UNDP quality assurance policy
  • In collaboration with the PSM Specialist, ensure that the medical equipment procured with the Project are managed as per UNDP asset management policies
  • Ensure that programme and budget monitoring processes and mechanisms are in place, taking into account the Global Fund special reporting requirements for the Project
  • Under the direction of the ARR, supports on timely and quality submissions of core documents and reports to the HIST for centralized reporting
  • Proactively perform risk assessments to identify and mitigate risks, including operational, financial, legal, contractual, reputational and safety
  • Prepare bi-monthly report, or more regularly, to be shared with the ARR
  • Under the direction of the ARR, supports audits and ensures follow up on audit recommendations pertaining to the Project; and
  • Develops and completes regular reviews of the risk management matrix for the Project.
  • Build and maintain UNDP’s strategic partnerships on oxygen provision/COVID -19, focusing on achievement of the following results:

  • Under the direction of the ARR, build partnerships and maintain excellent relationships with national partners, including the Ministry of Health and its different departments,the CMU, the Country Co-ordination Mechanism (CCM), UN Agencies, NGOs/CSOs and International Financing Institutions involved in the COVID-19 response
  • Contribute to Ministry of Health efforts towards a sustainable response to COVID-19 including through strategic planning, procurement and supply management, and impact monitoring
  • Under the direction of the ARR, participate in technical committees of the Country Coordinating Mechanism and/or of the Ministry of Health as appropriate
  • Under the direction of the ARR, contribute to national efforts towards donor coordination and avoidance of duplication in the national response to COVID-19; and
  • Support implementation of interventions and policy guidance related to the removal of human rights and gender related barriers to the access to and uptake of COVID-19 services.
  • Support national capacity development interventions related to COVID-19 and facilitates knowledge building and sharing, focusing on achievement of the following results:

  • Support the ARR in engaging with national partners on strengthening resilient health systems in support of the COVID-19 response, including in the provision of oxygen;
  • Proactively identify and pursue opportunities for the documentation and communication of best practices, programme results, and lessons learned under the Project, in collaboration with UNDP HIST;
  • Under the direction of the ARR, represent UNDP in relevant technical meetings and working groups;
  • Contribute substantially to information and knowledge sharing with other agencies/partners at the global, regional and country level and within UNDP; and
  • Actively participate in UNDP’s communities of practice and other relevant external networks (conferences, e-forum) to promote UNDP’s health and development work.
  • Management of a team (biomedical engineer and PSM)

    Any other duty assigned by the ARR.
