The Merged Areas Governance Project (MAGP) is a technical assistance project supporting the Provincial Government in transforming the lives of the people of erstwhile FATA through integration with Khyber Pakhtunkhwa (KP), the extension of civilian governance institutions, and socio-economic development. MAGP aims to identify opportunities for transformative development through innovative approaches that effectively respond to the complexity of the context.

The GoKP is committed to an unprecedented programme of accelerated development through 2030 to create opportunities for the people of the MA and provide services at par with the rest of the country while consolidating stability. MAGP works hand in hand with the GoKP across many functional areas to support this process.

To achieve accelerated development, MAGP is supporting the GoKP in setting up the Pakhtunkhwa Development Solutions Lab (DSL) as an innovation-driven, problem-solving unit within the Planning and Development Department, KP. This Lab will be the first of its kind established by a provincial government in Pakistan and has the potential to transform government systems by institutionalizing innovation in the public structure. Against this background, MAGP is recruiting Senior Research Associates to support the DSLs operations and support the GoKP in developing evidence-based solutions to the provinces public policy challenges.

Objectives & Targets

To provide the newly-established Pakhtunkhwa Development Solutions Lab with technical and operational support.

Reporting Structure & Co-ordination

The Senior Research Associates will be under the joint supervision of the Deputy Chief Economist, Planning and Development Department KP and the MAGP Lead Economic Advisor. Within the MAGP, day-to-day reporting will be to the Senior Coordination and

Implementation Specialist (SCIS), in close coordination with the

Project Manager.

Detailed Results
  • Conducting rigorous research and evaluation of current and ongoing KP Government development initiatives
  • Organizing data collection and research initiatives for evaluation tasks assigned to the lab
  • Accessing secondary data from government and assigned sources of data and data generating processes
  • Monitoring and supervising implementation of data collection
  • Supporting and managing expert resources contracted to work with the lab
  • Carrying out data management and maintaining databases relating to the labs work
  • Providing the Government with policy and project recommendations based on robust qualitative and quantitative findings
  • Developing operational plans ensuring effective delivery including developing monthly work plans, target setting, review mechanisms and financial forecasts
  • Monitoring the effects of recommended government interventions in the field and reporting on their outputs
  • Monitoring the quality of the implementation of the work plan
  • Developing and maintaining database of technical resources required for effective functioning of the Lab
  • Coordinating between relevant government line departments to enhance policy and programme efficiency
  • Acting as a liaison between the KP decisionmakers and national and international academic community. This is meant to bring knowledge closer to the policymaking and implementing process
  • Collecting relevant information to develop and update the MAGPs and GoKPs documents
  • Participation in the drafting and development of monthly, quarterly, and annual reports on the DSLs progress in solving development puzzles and new avenues for future policies/programmes
  • Support of knowledge management processes and data compilation

Minimum Qualifications and Experience
  • The candidate must have:
  • Bachelors or Masters degree in a relevant field of development studies, economics, data science or related fields
  • Years of experience:
- If Masters Degree, it is preferred that candidates have: 3-4 years of specialized experience in development, public policy, investigative methods and analysis of economic development projects

- If Bachelors Degree, it is preferred that candidates have: 5 years of specialized experience in development, public policy, investigative methods and analysis of economic development projects
  • Thorough knowledge and experience of field experimentation- especially in running and evaluating results of Randomised Control Trials will be preferred
  • Thorough knowledge of how policies and projects may be re-designed to enhance impact, including awareness of innovative practices such as behavioural nudges will be preferred
  • Mastery over data analytics and causal identification
  • Ability to work with experimental and quasi or non-experimental data and understanding of causal identification techniques with both
  • Familiarity with statistical analysis tools including Stata, SPSS and R
  • Prior experience of working in KP is considered an asset; familiarity with government planning structures and planning cycles is preferred.
  • Familiarity with governmental processes and operations, including interaction with government counterparts
  • Experience in working with international development organizations
  • Demonstrated experience of working in public sector development projects
