DAI is currently seeking a Governance and Policy Reform Lead for an anticipated five-year FCDO funded Evidence for Health project in Pakistan. The Governance and Policy Reform Lead will manage the research agenda across this large health systems programme, ensure our interventions are will evidence and employ the latest data and research in the relevant areas of HSS.

They will draw on the support of a dictated governance team who they will lead; working with them to advise Pakistan federal and provincial governments on the technical aspects of health policy planning and budgeting. They will draw on health financing expertise to advise the government on new innovative methods of health financing as well as current areas of health financing which can be built upon. In addition, the Governance & Policy Lead will remain up to the minute with the latest developments in the field of public health, particularly within the given context of Pakistan.

An essential component of this role will be to work closely with the Accountability Lead to ensure data is used to improve awareness and prioritisation by senior leadership in Government of Pakistan for basic health services. They will ensure the innovative approaches, tools, and guidelines designed with the Data for Delivery Lead is used to help governments improve implementation, which focuses on setting clear priorities, collecting frequent and reliable data to measure progress, building capacity and knowledge about how to implement improvements, establishing routines to track progress, and engaging political leaders (champions of change). They will also work with the MEL lead support the use of generated evidence for decision making and strengthen systems for the measurement of results.

Qualifications:
  • Relevant post-graduate degree (MBA, MIA, MPH).
  • 10 years’ experience in health research, preferably relating to HSS
  • Extensive knowledge of Pakistan’s Health System
  • Knowledge and experience in the following: Health Financing in Pakistan; fostering internally generated revenue; planning and budgeting; government accountability.
  • Specialist expertise and proven track record in Pakistan health policy and governance
  • Excellent research skills, including demonstrated ability to design and execute quantitative and qualitative research studies in challenging data and operations environments.
  • Demonstrated capacity to interpret, package and present data for decision-makers
  • Experience of championing the use of data and evidence
  • Excellent data analysis and writing skills.
  • Excellent communication and public presentation skills.
  • Demonstrable experience working with high level government officials and multilaterals preferred.
  • Excellent oral/written communication skills in English.
  • A demonstrated commitment to gender and social inclusion
